hallmark.com billing info?

im not from the usa, yet i want to send a gift to my friend in NY using the hallmark.com website. however, when i try to fill in my credit card and billing address, there is no option for users outside the usa. the drop down list which selects the state is mandatory, but i don;t live in the usa. what must i do. this is urgent, i do hope someone can help me out. a
